The first ISO of automobile and glass industry drafted by CTC was successfully released and implemented. On November 15, ISO 17449:2015, the first international standard for China's glass industry and the first international standard for China's automobile industry led by China national building materials inspection and Certification Group Co., Ltd. (hereinafter referred to as CTC), was released and implemented. The successful release of this standard has provided strong support for improving the international standardization level of China's glass industry and shaping a good image of China's glass industry, and sounded the clarion call for China's glass industry to march into international standardization

after 4 years of discussion, demonstration and revision, the test method for automotive electrothermal glass finally passed the review of the international organization for standardization and was released for implementation. This standard summarizes and integrates the technical methods for measuring the performance of automotive electrothermal glass in various countries, provides a scientific method for measuring the performance of automotive electrothermal glass through the specification of technical details such as test instruments, test steps, calculation methods and data processing, improves the universality of automotive electrothermal glass technology and the safety, efficiency and stability of application, and realizes the international unification of technology. This is of great significance for promoting the overall technological progress in the field of automotive electric glass, ensuring the safety of automobile driving, promoting international exchanges and cooperation, and enhancing China's voice and influence in the field of international standardization

facing difficulties and challenges

in recent years, China's glass deep processing technology has become mature, and the domestic and foreign market share of automotive electric transmission efficiency high heat glass has steadily increased. However, the electric heating performance of automotive electric heating glass is tested according to the enterprise standards of various automobile manufacturers. These standards have different provisions on test methods. Some items have little difference, but some are completely different. The inspection methods of glass enterprises in different regions of the world vary greatly. At the end of 2009, the national safety glass and quartz glass quality supervision and inspection center affiliated with CTC put forward a proposal to formulate international standards for relevant projects and standardize electrothermal performance test methods, and began intensive preparations at the same time. In december2010, shixinyong, chairman of the safety glass sub Technical Committee (sac/tc114/sc9) of the National Automotive Standardization Technical Committee and a registered expert of iso/tc22/sc11, led a delegation to attend the annual meeting of iso/tc22/sc11 held in Detroit, and put forward a proposal to formulate the test method for the electrothermal performance of automotive electrothermal glass. With regard to this proposal, some countries expressed doubts about the motivation of the proposal on the spot. Although some countries did not make a statement at that time, they also clearly expressed their doubts and concerns. From the beginning of 2011 to April of 2011, the Secretariat of the safety glass subcommittee had repeated discussions and exchanges with experts from the United States, Germany, Japan, the United Kingdom and other countries through e-mail, and finally reached an agreement. At the same time, the Secretariat reported the work progress to the National Standards Committee in a timely manner. In mid April, 2011, the Secretariat submitted formal proposals and relevant supporting materials to the International Cooperation Office of the National Standards Committee. The proposal was valued and supported by the leaders of the international cooperation office. The information was quickly submitted to the iso/tc22 Secretariat and the project was approved and voted. In August, 2011, the project was successfully approved by voting, which is an important node for all staff participating in the standard project to complete with diligence and wisdom

the success of the project is just the beginning. The real hard work will be in the subsequent standard drafting process. The improvement and research and development of relevant testing equipment, a large number of test validation, data collation, participation in international conferences and interpretation and modification of standard provisions at the conferences, etc., all require full and meticulous work

after the project is successfully approved, the company quickly prepares and issues project tasks, clearly establishes a special project team, takes shixinyong, deputy general manager, as the project leader, assigns project directors, and organizes elite forces to form a project team. President Hansong of CTC Glass Institute clearly proposed to train the quality of the team through major projects and mobilize relevant working elites to ensure the objective requirements of each node in the application process of this standard. After careful discussion, the members of the project team have made a specific division of labor, and have clearly understood the project tasks through layer by layer decomposition. The project team has translated the existing automotive electrothermal glass industry standards and prepared supporting materials for the formal proposal; Collect, sort out and compare relevant standards and technical conditions of international and major automobile manufacturers, and explain the necessity of the proposal at the technical level; Refine the translation draft and send it to the technical experts of each P member state as the key part of the proposal standard in advance for discussion. each stage of the standard requires the opinions and votes of Member States. As international standards involve the technical and trade interests of all countries, Member States will vote very carefully. The difficult integration of national technologies in the process of standard formulation is a severe challenge

when this standard entered CD stage from WD stage, the British representative of iso/tc22/sc35 voted against it! This immediately alerted the standards working group. If the British representative has always held an opposition, or even the opposition has affected the attitude of other countries, it is bound to set mountains for the smooth implementation of the standards. In order to eliminate future problems, the standard project team decided to visit the British delegation. However, the British representative declined our request for a visit because of his own position and technical considerations. After several twists and turns, repeated communication and third-party coordination, the British representative finally agreed to our visit request. Britain has a long history of automotive glass, and its representatives have rich technical experience. This visit is a very challenging task. Before the visit, the standards working group analyzed all the opinions put forward by the UK since the project was established, found out the key points of the negative attitude of the UK, and analyzed the opinions of other countries on this technical issue. Based on the principle of avoiding technical conflicts as far as possible, a variety of solutions are found. As my delegation did a full pre visit work, the visit process was orderly, and the two sides quickly reached an agreement on the solutions to the problems in the standards. Finally, the British representative also said that he would be in favor of the international standard performance test method for automotive electrothermal glass entering the dis stage! The preparation of standards has finally come to light again. In june2014, the standard successfully entered the dis stage

in may 2015, when the standard was moving forward steadily and was about to vote on FDIS, the US representative raised several technical problems. If the problems were not solved, it would directly affect the smooth entry into the publishing stage. At this time, iso/tc22/sc35 automotive glass sub committee will be reorganized and replaced! This means that the diplomatic relations that the standard project team has worked hard for many years should be re established. The arduous task immediately inspired all the staff of the standards working group to enter the next battle. Finally, at the iso/tc22/sc35 annual meeting, the technical problems were solved by mediating among the United States, Britain, Germany and Japan. Under the leadership of general manager Shi, our staff at the foreign venue and the domestic expert group cooperated with each other because there was no way to produce at home. On the same day, we submitted the final draft to the Secretary of iso/tc22/sc35. In june2015, the standard successfully entered the FDIS stage

half a hundred miles. The standard has not been published, and the personnel of the standard project team will never relax their vigilance. The standards working group carefully studies the precautions in the publishing stage and keeps close contact with the secretary. The standard was finally published on november15,2015

the successful release of the standard is inseparable from the correct decision-making and support of the leaders, the guidance and help of the national standards committee, and the technical support and assistance of the glass production enterprises. It is a beautiful picture painted by all the staff with diligence and wisdom! Through the whole standard formulation process, we not only exercised the ability of our technicians who independently designed roll to roll growth equipment in international standardization activities, but also further realized that only a solid work style and quality can be recognized by our foreign counterparts. This is not only the completion of an international standard. We hope to prove the R & D level, manufacturing level and testing level of China's automotive glass through this international standard.
